NTC(National Transitional Council)發布一份解放宣言(National Transitional Council to issue a "declaration of liberation")
針對公眾國民大會之選舉將在八個月內舉行(Elections for a Public National Conference to be held within eight months)
憲法將列入公投 (Constitution to be put to a referendum)
如果憲法通過，一般性選舉將在六個月內舉行 (If the constitution is approved, general elections will be held within six months)
新體系將指派出一位總理、臨時政府及聯合性管理單位，在60天內擬定新的憲法。(The new body is to appoint a prime minister, an interim government and a constituent authority which will draft a new constitution within 60 days)
